‘ Wage Rigidity and Unemployment in OECD Countries ’

چکیده

Econometric investigations of individual countries’ experiences with inflation and unemployment in the 1970’s have shown that it is no longer sufficient to simply assume that wages are sticky in order to explain observed macroeconomic phenomena and make policy recommendations. A number of theoretical papers appearing in the last few years, motivated in part by the international econometric comparisons, have shown that the exact form of this stickiness whether it is due to overlapping contracts, to sticky expectations, to indexing, or to a slow recognition of changes in productivity is crucial for an understanding of macroeconomic behavior. This comprehensive empirical analysis by Grubb, Jackman and Layard takes this econometric research further by distinguishing between two important parameters of wage adjustment behavior, and by providing econometric evidence on these parameters for nineteen OECD countries. They also estimate the reaction functions for aggregate demand policy in these countries and examine how these policy reaction functions influence the parameters of the wage adjustment equation. In commenting on the paper, I want to raise some questions about three aspects of their analysis: the distinction made between real and nominal wage rigidity, the policy implications of the estimates, and the specification of the econometric equations.

Unemployment and wages in South Africa: A spatial approach WPS/99-12

A large amount of recent evidence finds a negative relationship between local unemployment and wages in OECD countries, a relationship christened a ‘wage curve’. This contradicts the conventional model of the labour market in which high unemployment regions have higher wages to compensate for search and other costs. This paper discovers a wage curve in South Africa, a country with several times...

The Employment Effects of Severance Payments with Wage Rigidities∗

Firing costs due to employment protection legislation have two separate dimensions: a transfer from the firm to the worker to be laid off and a tax paid outside the firm-worker pair. We document that quantitatively transfers are a much larger component than taxes. Nevertheless, to avoid the “bonding critique” most of the existing literature overlooks the transfer component by making the implici...

Imperfect Labor Market and Convergence: Theory and Evidence for some OECD Countries

In this paper we show the existence of a negative relationship between long run growth and labor market imperfections both theoretically and empirically. We consider a “monopolistic union” imperfect labor market in a neoclassical growth framework and show that labor market rigidity, captured by the mark-up over the reservation wage, does lower the growth rate along the transitional path. We ver...

Unemployment in the OECD: Models and Mysteries

Unemployment in the OECD: Models and Mysteries This paper compares models used to explain OECD unemployment. The models suggest that the “natural rate of unemployment” has been driven up mainly by wage push factors. Panel data on twenty-two OECD countries are used to investigate the explanatory power of these models over the past two decades. Our estimates reveal that coefficients on key variab...

In-house or outsourced public services? A social and economic analysis of the impact of spending policy on the private wage share in OECD countries

This article analyses the relationship between government spending and the distribution of private income between capital and labour. While most previous research assumes that government spending redistributes in favour of the less wealthy, I distinguish between types of expenditures that enhance the bargaining position of labour - that is, unemployment benefits, public sector employment and in...
